Vinyl is generally used as a shorthand for PVC (polyvinyl choride, used in flooring, vinyl binders, siding, children's toys ( less and less) and other things.) But the term vinyl covers a lot more ground than that.

The difference is the chlorine molecule. PVC has the added chlorine which makes it more pliable and maleable (as I understand it - if you have better explainations please let me know). This chlorine is the source of the environmental and health issues. While this does not mean that the rest of the list is benign, it is generally agreed that the lack of chlorine make them less harmful than PVC. Not a rousing endorsement, but there it is.
The chlorine molecule is responsible for the generation of dioxin in manufacturing and disposal of PVC (also in the 8400 annual landfill fires, dioxins are created when PVCs burn - and billions of pounds annually are deposited in landfills). Highly carcinogenic these dioxins last without breaking down and concentrates in food and your body.
When finding products for use in and out of the home, eliminating PVCs might be a good idea.
The Stockholm Convention on Persistent Organic Pollutants now prioritizes the elimination of processes that produce dioxin.
